Syracuse, N.Y. — A lawsuit by a Syracuse police officer that claimed the department cultivated a “Jim Crow” racist culture has been rejected a second time.

The U.S. Court of Appeals for the Second Circuit issued a ruling Tuesday upholding a lower federal judge’s dismissal of Brandon Hanks’ lawsuit that claimed he was discriminated against by the Syracuse Police Department.
