Syracuse, N.Y. -- Gov. Kathy Hochul today proposed limiting the ability of hospitals such as Upstate University Hospital to sue people with limited incomes over unpaid medical bills.

Hochul said her proposal would amend consumer protection laws to bar hospitals statewide from suing patients earning less than 400% of the federal poverty level ($120,000 for a family of four) over unpaid medical debts.
