Syracuse, N.Y. — A mother and young son walking on a sidewalk were struck by a pickup last month in Syracuse after the vehicle’s brakes gave out, killing the mother and badly injuring the toddler, police said.

The driver — Neil J. Yox, 40 — was charged Wednesday with manslaughter and other crimes.
